A guideline for the class council

Schools find it difficult to decide for certain pupils whether they can move on to a different year or level of education. Especially when it comes to students with special educational needs who are on the borderline of the common curriculum.

Teachers regularly discuss the progress, behavior and educational situation of each student within their corps. In principle, this is done in the class council. But what is the best way to shape that class council? Is there a workable method for decision-making?
